Job Summary: Coordinates purchasing of materials, services and equipment for facilities and off-site locations based on departmental manager’s request. Responsible for processing documentation and inventory of capital assets, equipment, and materials needed for all departments and locations. Researches and recommends appropriate vendors and suppliers based on quality, prices, and services for fulfillment of applied needs in a cost containment manner. Establishes vendors, taking into consideration quantity, pricing and timely usage of materials to meet all departmental needs.

Essential Duties and Responsibilities

  • Promotes the mission, vision, and values of Peak Vista.
  • Develops and maintains good working relationships with all departments, the management team, medical staff, and leadership.
  • Maintains/coordinates work schedule to ensure adequate department coverage.
  • Attends required administrative meetings, participates in discussions and delivers presentations involving the facilities, operations, etc.
  • Authorizes changes in prices, specifications, delivery dates of purchasing materials with firms and representatives, after sufficient consultation.
  • Maintains an in-depth knowledge of all HRSA and AAAHC requirements as it pertains to Materials Management.
  • Negotiates purchase orders or implements vendor contracts as needed to support the critical health center/business needs.
  • Compiles data from a wide variety of sources (e.g. request for proposals, bids, invoices, purchase orders, etc.) for the purpose of analyzing issues, insuring compliance with a variety of policies and procedures, and/or monitoring program components.
  • Maintains in depth knowledge of the purchasing program and a solid knowledge base of other product category programs such as grants.
  • Coordinates activities and functions (e.g. pre-bid conferences, vendor presentations, informational meetings with varied staff, etc.) for the purpose of insuring best practices in procurement.
  • Coordinates bidding process (e.g. obtain and prepare specifications, evaluate bids, recommend vendors, etc.) for the purpose of securing items and/or services within budget and in compliance with regulatory requirements. Prepares Requests for Proposal in accordance with HRSA and regulatory requirements. Receives, reviews, and evaluates supplier proposals to ensure they meet proposal requirements.
  • Serves as a member of the Project Teams.
  • Enhances the effectiveness, efficiency, and productivity of the department by contributing to, and participating in, department performance improvement activities and goals. Makes suggestions for performance improvement.

  • Prepares a variety of written materials (e.g. purchase orders, requisitions, change notice, bids, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information.
  • Provides direction, guidance, and assigns work to the Buyers and Inventory Control Technicians, acts as interim manager of department in the manager’s absence.
  • Works with the Materials Manager to address all aspects of supply chain management, including procurement support, commodity business plans, market trends assessment, pricing, and product availability.
  • Performs cost or price analysis on procurements of low to moderate value, risk and complexity.
  • Acts as a liaison between suppliers and organization departments and centers.
  • Performs other duties as needed and assigned.

Education/Experience:

Bachelor’s Degree in Business Administration or related field required. Successful and relevant work experience combined with professional certifications and/or training requiring rigorous effort in the discipline of Materials Management, Purchasing or Business Administrations may be accepted in lieu of a degree (eight years of experience may be accepted in lieu of a degree).

Work Experience:

2 years of relevant experience required. Experience in a non-profit organization or medical environment desirable.

Computer Skills:

Intermediate: ability to access the intra/internet to manage timecard, review policies and procedures, and read company communications; use e-mail to communicate with co-workers, leadership, and other departments; use and create a variety of templates, complex tables, merges; manage table data, sort and filter merges, and also perform basic work with existing Macros; customize toolbars, import and insert graphs, embed Excel data, and elaborate reports; work with multiple worksheets, filter data, use integrate functions, and manipulate databases; customize templates and the PowerPoint environment, and to make a presentation interactive by using hyperlinks and action buttons with emphasis on internet, Microsoft Office (Word, Excel, Outlook, Power Point), other relevant software programs.

Certificates and Licenses: NAPM (A.P.P. C.P.M.) or APICS (CPIM, CIRM) certification preferred. Valid Colorado driver’s license and proof of insurance. Must meet and maintain driver criteria as prescribed by Peak Vista’s insurance underwriter.
