Peak Vista Community Health Centers is a non-profit healthcare organization whose mission is to provide exceptional healthcare to people facing access barriers.  We provide primary care services (medical, dental and behavioral healthcare) through 26 outpatient health centers in El Paso, Teller, Lincoln, Adams, Arapahoe, Elbert, and Kit Carson counties.  We deliver care with our strong “Hospitality” culture.  Our organization has over 800 employees and serves 90,000 patients in the Pikes Peak & East Central Plains region.  Peak Vista is accredited by the Accreditation Association for Ambulatory Health Care, Inc. (AAAHC).

Job Summary (Essential Functions)

Direct involvement and oversight in the operations process by working with the Executive staff and senior leadership team. Will have responsibility and accountability of the implementing the Operations Plan, Strategic Goals, and key initiatives. The COO performs the following duties personally or through subordinate managers.

 

Essential Duties and Responsibilities include the following. Other duties may be assigned.  Oversees and directs Communications, Development Programs, Project Management, Workforce Development, Logistics, Information Technology, Compliance, Contracting and other operational activities for the organization. Assures compliance with applicable laws and regulations and serves as the Corporate Compliance Officer, which has an indirect reporting structure to the Board of Directors.  Understands and sets general goals for Peak Vista’s Compliance/Quality Improvement programs through the implementation of charters, policies, processes and procedures and computer application systems necessary to maintain proper records, negotiate contracts and to afford adequate health care services.  Responsible for the capital budget creation and implementation and ongoing facility operations of the organization. Focuses on strategic initiatives, research and planning of new programs, project implementation, tracking and coordination; contract negotiations, and resource allocation. Serves as an agent for change, continuous improvement and overall organizational excellence. Appraises the organization's operational position and issues reports on organization's operational stability, efficiency and growth.  Responsible for input and direction into the operational budget and assures implementation of the budget to meet operations goals and programs. Analyzes, consolidates, and directs all program initiatives, general operations and capital projects, together with other statistical and routine reports for corporate decision making. Oversees and directs the preparation and issuance of the Peak Vista’s annual report. Directs and analyzes studies of general best practices, operations, health care business, and payer trends and their impact on the organization's policies and operations. Directs employee technical and engagement training, plans and implements corporate culture programs as well as employee reward and improvement programs. Responsible for integrating enabling programs to assure health care social determinants are recognized and programs are designed to have impact on the health of the patients, payer contracts and staff work flows.  Analyzes operational issues impacting functional groups and the whole institution, and determines their operational, financial, quality and staff impact.  Evaluates and recommends business partnering opportunities. Serves as a liaison with partnering agencies for operational issues.  Employee demonstrates knowledge of and adherence to the Compliance Plan and conflict of interest requirements. The employee enhances the effectiveness; efficiency and productivity of the department by contributing to, and participating in, departmental performance improve goals and quality improvement programs.

Supervision Exercised: Several senior leaders as well an administrative assistant.

Qualifications:

Education/Experience:

Master's degree (M. A.) or equivalent; or four to ten years related experience and/or training; or equivalent combination of education and experience. Five years of experience in management, leadership and direct supervision required, three of those in senior leadership.

 

Language Ability:

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format.

 

Math Ability:

Ability to apply advanced mathematical concepts such as trending, extrapolating, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis.

 

Reasoning Ability:

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills:

To perform this job successfully, an individual should have knowledge of Word Processing software; Spreadsheet software; Internet software, Patient health records and Database software.
