Job Summary (Essential Functions)

Manages, supervises, and coordinates all aspects of Clinical Operations for Peak Vista's homeless program by performing the following duties individually and/or in collaboration with other departments.

Essential Duties and Responsibilities include the following.  Other duties may be assigned.

  • Leadership: Provides senior level leadership to ensure that the homeless program and health center operates effectively, efficiently and consistently with the PVCHC model of care delivery, focusing on PVCHC's mission and goals included in the strategic plan.
  • Management:  Supervises assigned staff including development, training, coaching, hiring, performance evaluation, time management and payroll.  Ensures the clinic completes performance reviews within deadlines using appropriate templates and feedback techniques, may guide and assist with reviews of other staff members.  Implement progressive disciplinary process using the approved HR forms.  Assist and coach managers and leads to effectively manage all staff.
  • Adequate staffing:  Maintains established staffing ratios and coverage.
  • Development and training:  Assure staff competency, certification and training are adequate.
  • Collaborates with leadership and assists in managing the hiring, orientation, and training process for new employees or existing staff.
  • Clinic Leadership Team:  Coordination, facilitation and development of the clinic leadership team.  Support a culture which promotes interdepartmental, collaboration, coordination and integration.  Resolve clinic interdepartmental disputes.  Attend and participate meetings led by Administration.
  • Communication lead:  Serve as a liaison and lead communicator between executive leadership and clinical staff.  Communication should be presented in a concise, understandable fashion that provides sufficient information on the background and reasoning for decisions or initiatives.  Seek input and feedback from those affected by changes and share this feedback during Leadership Team Meetings.
  • On-site Meeting Coordination:  Lead and coordinate site leadership and all staff meetings at least bi-monthly.  Ensure that all staff attends meetings and that meeting minutes are kept.
  • Patient issues:  Management of patient complaints, dismissals, narcotic issues in collaboration with providers and care teams.
  • Policies and procedures:  Assist as requested in the development of policies and procedures related to operational issues and ensure compliance with all policies and procedures.
  • Provider productivity:  Manage provider productivity standards in collaboration with the Medical/Dental Vice President's.  Give providers their productivity data at least monthly.
  • Safety: Assure safe and well maintained facilities and that signage is clear, up-to-date and professional.  Responsible to coordinate with the PVCHC system the implementation and assessment of adherence to all regulations and compliance standards (OSHA, CLIA, AAHC, Medicare and Medicaid, etc.)
  • Scheduling:  Manage the medical, behavior health and dental provider scheduling, time off requests and ADP so the clinic is open and accessible for patients during posted hours of operation.  Schedule clinic staff.
  • Requested from above.  Community: Represents PVCHC and communicates its philosophy and mission at community functions.  Hosts and coordinates visits for visitors, politicians or other people coming to the health center in collaboration with appropriate administrative support.  Collaborates with other Homeless Service Support agencies.  Collaborates in the community to maintain a strong referral system for all patients seen at the homeless center.
  • Identify ways to improve integration of Peak Vista programs and services into the community's broader poverty and homeless programs.
  • Develops patient support for other clinics within PVCHC that care for the homeless population to include training and resource management.
  • Ensures utilization of the Mobile Health Services Van.
  • Works with the Executive Team to develop a strategic plan and identify measureable outcomes for the homeless program; includes community involvement and support.
  • Customer Service Liaison:  Serves as the liaison between the Customer Service Center and clinic to be sure scheduling and communication practices are smooth.
  • Continuous Quality Improvement (CQI):  At least monthly, run quality reports, analyze the data and implement a quality improvement process to improve measures.  Monitors and seeks to improve measures.
  • Data, Analytics and Auditing:  Works with the Director of Clinical Informatics and Reporting and the Director of Business Intelligence in developing and managing data needs for the clinical practice.
  • Development:  Participates in professional development activities to keep current with trends and practices in health care management.
  • Electronic Health Record:  Maintains current knowledge and skills of all computer programs being used in the organization.
  • Equipment/devices:  Ensures that all clinic equipment or devices are inspected annually through the outside vendor
Supervision Exercised:  Medical Assistants, Registered Nurse, Resource Navigators.


Qualifications

Education:  Bachelor's degree in Business Administration, Health Administration, Nursing or other health related field strongly preferred.  Master's degree in health related field is preferred.

Work Experience:  Previous work in healthcare arena, such as practice management or leading a health clinic required.  Two years of experience in management, leadership and direct supervision.

Language Ability:  Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.  Ability to write speeches and articles for publication that conformed to prescribed style and format.

Math Ability:  Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability:  Ability to define problems, collect data, establish facts and draw valid conclusions.  Ability to interpret and extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills:  To perform this job successfully, an individual should have knowledge of Word Processing software; Internet software and Database software.

Physical Demands

The employee must occasionally life and/or move up to 50 pounds.  While performing the duties of this Job, the employee is regularly required to sit.  The employee is occasionally required to stand and walk.
